SALT LAKE CITY: House of Bishops Votes to Depose Bishop Duncan 87 to 36 with Four Abstentions

The Episcopal Church House of Bishops today passed a resolution formally requesting that the Bishop of Pittsburgh, the Rt. Rev. Robert Duncan be deposed from the Episcopal Church for abandoning the communion of the church.

By a vote of 87 to 36 with four abstentions the HOB overwhelming moved to have the evangelical catholic bishop removed as a bishop from TEC. It is now up to Presiding Bishop Katharine Jefferts Schori to officially depose him. She is expected to do that before The Diocesan Convention in 2 weeks.

The Rt. Rev. Dorsey Henderson, president of the Title IV Review Committee changed his vote yes to no after the vote was taken, a source has told VOL.

Springfield Bishop Peter Beckwith described the debate for deposition as "shallow".

"They were blaming Bishop Duncan saying he needed to be deposed because he said terrible things about the House of Bishops."

"I have never seen so many retired bishops at a HOB meeting. The majority voted for deposition. The hypocrisy was incredible. They talked about standards and being accountable and holding each other accountable, but they never saw that anything they did was wrong or that they were culpable for their actions."

Beckwith rose to say that he supported a statement put out by the Bishop and Standing Committee of the Diocese of Albany that, among other things, called for an end to litigation and depositions.

"I support that document fully and without reservation. To proceed with the action will be a gross misuse of power and miscarriage of justice and will be seen by a great many as an ecclesiastical lynching. I am embarrassed to be a part of it.

The Rev. Peter Frank, Pittsburgh Communications Director said Bishop Duncan will not contest the vote. "The Standing Committee will now be the ecclesiastical authority through the diocesan convention."

The following is a list of those who voted against the motion to depose Bishop Duncan: They are Albany, Dallas, Western Kansas, Central Florida, SC, Suffragan Bishop of Alabama, Tennessee, Southwest Florida, Easton, MD, Montana, NJ, Milwaukee, Nthn. Indiana, ND, OK, VA, RI, NW Texas, Eastern TN, Mississippi. Louisiana and Western LA.

Document Actions

The Standing Committee announces its intention to function as the Ecclesiastical Authority for the Diocese.

Statement by the Standing Committee of the Episcopal Diocese of Pittsburgh Regarding the Deposition of our Bishop, Robert Wm Duncan, Jr., by the House of Bishops - September 18, 2008.

We are profoundly disappointed by this action, and view it as yet another tragic rejection of the historic faith of our diocese and the majority consensus of the Anglican Communion.

We continue to believe that the House of Bishops has clearly misapplied and misinterpreted the canons as we stated to the Presiding Bishop in our letter of May 28.

In light of this unfair and improper action to "depose" our bishop, we now assume our responsibility under the canons to be the Ecclesiastical Authority of the Episcopal Diocese of Pittsburgh.

Bishop Duncan will continue to support the work of our diocese under the terms of his administrative employment agreement and within the bounds of his deposition, providing many of the services that he previously performed for the diocese. Our diocesan convention of October 4 will go forward as planned, at which the canonically required re-alignment vote will be taken.

We understand that Bishop Duncan has been received as a member in good standing of the House of Bishops of the Province of the Southern Cone. We rejoice at this news.

The Standing Committee asks that the clergy and people of Pittsburgh pray for the Duncans, the diocesan staff and the elected leadership of the diocese in the days ahead. We stand firmly on the promise of Holy Scripture found in Romans 8:28.

STATEMENT OF JOHN H. LEWIS, JR. ATTORNEY FOR BISHOP DUNCAN

The so-called "deposition of Bishop Duncan is illegal, unfair, and unchristian.

It is illegal because it violates numerous Canons of The Episcopal Church:

1) There has been no "abandonment." Past precedents of the Episcopal Church show that the "abandonment" Canon cannot be used to punish a Bishop's intentions;

b) The Canons require that any facts be considered by a Review Committee. Here, the Presiding Bishop has used facts from the committee she created to seize the property of orthodox dioceses and parishes;

c) The Canons require that a Bishop be inhibited before the matter can be submitted to the House of Bishops. Bishop Duncan was not inhibited; and

(d) The Canons require that any vote to depose must have the vote of the majority of Bishops entitled to vote. Here, the vote was only by a majority of those present.

It is unfair because Bishop Duncan was denied his fundamental right - the right to a church trial. He has been denied that right because the Presiding Bishop believes that his "deposition" will assist her in her desire to seize the property of the Diocese of Pittsburgh.

It is unchristian because Bishop Duncan is being punished for his faithful submission to the Gospel of Jesus Christ.

BISHOP DUNCAN'S STATEMENT ON HIS "DEPOSITION"

It is a very sad day for The Episcopal Church. It is a sad day for me, a faithful son of that church.

Nevertheless it is also a hopeful day, hopeful because of the unstoppable Reformation that is overtaking the Christian Church in the West. It is also a hopeful day for me personally as I am unanimously welcomed into the House of Bishops of the Anglican Province of the Southern Cone, an act applauded by Anglican archbishops, bishops, clergy and people all around the world.

The Episcopal Diocese of Pittsburgh will move forward under its new Ecclesiastical Authority, its Standing Committee. That body will carry the diocese through to our realignment vote on October 4. With the success of that vote, it will be possible that we be joined together again as bishop and people.

I offer my deepest thanks to the company of saints all around the globe who have sustained me, my work and all who are dear to me in these days.

Dear Friends,
I join the many that sit in disbelief that "they" could be so lost. We live in a time of great challenge. We should be grateful this is not during the middle ages as they would have immediately burned him at the stake.
It is becoming more and more challenging to pray for the healing of their (TEC HoB)souls.
But for now, my prayers are with the Duncans, the Standing Committee of Pitt. and my dear friends in Pittsburgh. He joins a great cloud of clergy saints that have been deposed in their ex-dioceses.

Strange. All Ms. Schori needed to do in order to follow the rules was to select a court which would have been stacked against Duncan. This way she could have still had the result she wanted while following procedure. The procedure which was taken was not targeted at Duncan. It is a warning to each remaining member of the HOB. If any should care about his or her status in the HOB/TEC, then each will comply and obey concerning everything Schori wants, or else.

Sorry, I find it all too credible. After the failure to discipline Pike and Spong,and the apostasy of the last 30+ years, nothing is incredible from that bunch.

Anyone know if Parsley of Alabama and Andrus of Cal (prior Alabama) were there? I am so grateful that I am no longer an Episcopagan but lament some of those left in our old pews. And a close relative still there.
I am physically ill. My heart and prayers are with the great Standing Committee and friends in Pitt. Schori just may be the Anti-Christ. She has poisoned so many wells.

Like I said on another post, Schoria will change the canons, Legally or Illegally, and will get away with it for awhile, but look out world. The world will drop all trust in her and she will be alone....by herself wondering what is going on....without a clue.

Schoria thinks she is God's representative and she rules the Church and she can do what she wants. LOOK OUT Schoria, God got angry with King Herod and he was eaten of worms.

I believe bp. Duncan, in expressing his sadness, has truly felt what so many of us in the Anglican diaspora have endured from our own Church in the past few years; punishment and banishment for faithfulness.

I was hoping that ++Greg would ride to the rescue and take in Bishop Duncan in so I am relieved that he wasn't left out in the cold.

So much for the big tent that has room for all etc.... TEc's idea of diversity is laughable.

I can't wait for the Pittsburgh vote on October 4th. I wonder how long it will take Mrs. Schori to remove the Standing Committee (or try to).

There is one statistic that I have been curious about for a long time.

Since Vicky Gene I wonder how many clergy have been deposed or have "renounced" their orders. (some bishops like my former TEC bishop just send clergy who have left a letter of "voluntary" renunciation of their ministry when a depostion is what is really called for)

Depositions + "renunciations"= A very interesting stat.

Collectively the House of Bishops of the cult that is called the Episcopal one have proven that they have no moral guts and would rather hide behind the skirts of queen katie. They are like Borg drones the way they bow down to her. They have proven that they are heretics and Schori has shown her true colors. I don't know whether to call her the wicked witch of the west or east, or maybe a universal wicked witch. At any rate she is no minister in God's Church. Hopefully enough people will say that they are mad as hell and aren't taking it any more.

I think it is proof that my cat is more theologically and morally knowledgeable than Ms. Schiori. Bishop Duncan...Do not be concerned that you were railroaded out of a ECUSA. Their leadership is apostate and without grace. They will go the way of all heretics that have passed before them and will eventually have to answer to the God that they have blasphemed and mis-represented.

The HOB moved to have Bishop Duncan removed as a bishop from TEC.
The HOB of TEC purports to faithfully represent their church, implementing the Canons of the church and defending TEC. I shall not accuse them of defending the faith once delivered to the Saints; of that charge they are not guilty. I shall not accuse them of holding to the Holy Scriptures, in which we find all that is necessary for salvation; of that charge they are also not guilty. I shall not accuse them of faithfully implementing the Canons; they are not guilty of that charge either.
No, the HOB is a rubber stamp for the Presiding Bishop. What she commands, they will do. Where she leads, they will follow. All that is required for the modern Bishop is to trust and obey (the PB!).
To trust and obey a person is, I am sad to say, idolatry.

I have gone to the trouble of downloading the Canons (they are not secret; they are published; they are easily available). I am able to read and interpret English. The Canons clearly state that any person who is deposed must first be inhibited. This was not done.
The Canons clearly state that any person who is inhibited must be permitted a church trial. This was not done.
The Presiding Bishop is not willing to allow a trial. The thorny subject of the Denis Canon would come up, and her attorneys would have to explain how a Canon can be adopted in a manner inconsistent with the Canonical process for amendment.
Let there be no misunderstanding. Bishop Duncan has committed lese majeste. He has come forward and said that the emperor has no clothes. And he is being punished for his honesty and faithfulness.

I do not see Texas listed. That means that lame duck Don Wimberly at least did not vote AGAINST. Does anybody know how he voted? Maybe he used Hurricane Ike as an excuse to stay home.

Bishop Iker, just leave, do it now, forget the second vote, it doesn't mean a thing. Forget the dream, the fantasy that Rowan Williams give a damn about you. Institutions use you, God (and people, sometimes) love you. Get out, make a stand, stop playing the game, you cannot win their game, they are in charge and they change the rules to suit the situation. It's like playing chess with Idi Amin, even when you win, you lose!!!!!!!!!

O.K., so Don Wimberly wasn't there. I am sure he is using the hurricane as an excuse. However, he could have let coadjutor Doyle run the Diocese the short time it would take to travel to Salt Lake City, vote, and come back. Flights have been going in and out of both Houston airports since last Sunday.

Wimperly stayed home so he didn't have to vote. Either way he would have put his foot in it. He's too scared to vote no and go against Mrs. Schori but probably didn't want to vote yes and be attached to that debacle. He wants to cruise into retirement without hitting any speed bumps.
