JAMAICA: Delegates Elect Central Africa Archbishop as New Chairman of ACC

The Rt. Rev. Dr. James TengatengaDelegates to the ACC-14 conference being held here in Kingston elected The Rt. Rev. Dr. James Tengatenga of the Province of Central Africa to be the next chairman of the Anglican Consultative Council. He succeeds Bishop John Paterson of New Zealand.

66 votes were cast; 33 were needed. Tengatenga obtained the required votes on the third ballot. Runner up was Elizabeth Paver, a lay canon of Sheffield Cathedral in the Diocese of Sheffield. She received 31 votes.

The Central African archbishop is orthodox. His election is considered a victory for the orthodox, though some believe Western Anglican liberals can manipulate him.

Tengatenga will serve in that role until the conclusion of the 2015 ACC meeting.

Canon Elizabeth Paver, a lay canon of Sheffield Cathedral, a former member of the Panel of Chairs of the General Synod of the Church of England, and chair of the Board of Mirfield Theological College, was elected vice-chair of the ACC by 33 votes to 30. Three candidates were originally nominated, but Dr Tony Fitchett (New Zealand) withdrew leaving Canon Paver (England) and Robert Fordham (Australia) as the two candidates.

Could someone tell me what a lay canon is?

A lay canon is someone appointed to a position that has been created in some cathedrals in the UK & Ireland (I don't know about anywhere else) as a means of honouring a few lay people who have given exceptional service to a church or diocese. They are given the honorary title of canon and a seat in the cathedral concerned.
I don't know anything about the individual referred to in this report

Lay canons are also known in TEC and other parts of the Anglican Communion.

The Rev. Dr. Tengatenga believes in process theology. He has written, "Those who want change today may be the ones who do not want it next time or become indifferent. Our moral responsibility in the polis is that we do not assume that democracy once established all will be well. However democracy is an ever-evolving system towards the realization of a just order, peace and the rule of law. Since human beings change, their circumstances change and their understanding of their situation is evolving, a static democracy (or the definition of what is democratic) is a contradiction in terms. Constitutional democracy is thus an ever-evolving system. The Constitution is our instrument of choice. Like all instruments, it has to be honed and improved to be useful."
