Standing Committee Admits Confusion and Ignorance over Deal

In the fall of 2002, confusion reigned in the Diocese of Pennsylvania among members of the Standing Committee over the multi-million dollar purchase of Camp Wapiti on the Eastern Shores of Maryland, while questions were left unanswered about how the Diocesan Youth Ministry would be supported.

VirtueOnline obtained the report. It is clear that the inhibition charges the Standing Committee laid at the feet of Bishop Charles E. Bennison for mismanaging the diocese could just as easily be laid at their feet. It is altogether hypocritical of the Standing Committee to go after Bennison for mismanaging the diocese when it is clear from the Standing Committee Notes that they were not doing due diligence in minding the store as the diocese sunk deeper into debt.

Furthermore, while they show a complete lack of comprehension about the financing of Camp Wapiti, the Standing Committee members were very precise when talking about Fr. David Moyer and the Church of the Good Shepherd. It is clear they should have spent less time attacking Fr. Moyer and Good Shepherd and more time understanding the financial arrangements surrounding Camp Wapiti.

Here is a verbatim report from the notes of their conversation:

"The Rev. Bill Wood reported that in the meeting he and the Rev. Glenn (Matis) had with Chandler Joyner and Pat Pregman, (two persons involved with camp Wapiti) a very polished presentation was made for the purchase of the Wapiti property. However Bill and Glenn could not understand the presentation.

"Questions left unanswered were: Where would the $100,000 currently supporting Diocesan Youth Ministry come from if we go ahead with Wapiti? Can we sell off some of the property lots? (Pat Pregman responded that her reputation would be damaged if we did this.) What are the projected operating expenses of a camp and what type of camp are we considering? What about the feasibility study?

"Both Bill and Glenn feel we need a memo on this. The concept is too complicated to understand without a written memo.

"There was no clear answer to the cost of the land development. We do not know if we are considering a high tech or low tech facility and what the cost of each option would be. 2004 is projected to be the soonest date to open the camp.

"Amanda (Smoot) asked if we have any influence or power over this decision. Glenn and Bill responded that the Bishop (Charles E. Bennison) wants the leadership of the diocese on board. The only authority we have is over the money involved. There is no answer to where the 3 million dollars will come from that is due on January 31, 2003."

Later in the same memo, the Executive Session discussed Fr. Moyer whom the bishop had already inhibited and "deposed."

"Glenn and Bill reported that at this time there were not enough votes on the Standing Committee to affirm canon 13. 4 [to seize the property of the Church of the Good Shepherd].

"Bill and Glenn reported that the Bishop and Bill Bullit [Bennison's attorney] made a compelling case for invoking canon 13.4". Bill Wood noted that "we may able to get an agreement with Rosemont (Church of the Good Shepherd) if the Bishop talks with them several times for a year and during that year we renew the Parson's agreement (flying bishops arrangement)". The fact that they would renew the Parsons Plan shows that the objective of Bishop Bennison's plan was personal - to get rid of Fr. Moyer.

Concerning a letter written by Bishop Duncan supporting Fr. Moyer, Glenn (Matis) and Bill (Wood) said that Bishop Bennison had stated that Duncan had 17 bishops behind him while Bennison had the remainder of the House of Bishops.

On October 31, Bishop Bennison was inhibited from ordained ministry and ceased all episcopal functions as bishop by Presiding Bishop Katharine Jefferts Schori, following the November 3 diocesan convention.

The Title IV Review Committee issued a presentment for conduct unbecoming a member of the clergy against Bennison on October 28.
