Episcopal LGBT Push: Bishops who answered the roll call vote in 2009, 2012 & 2015
Only 97 bishops attended all three General Conventions

It was during Katherine Jefferts Schori's tenure as The Episcopal Church's XXVI Presiding Bishop that the House of Bishops took giant strides into a greater tolerance of the militant gay culture within TEC. With the Supreme Court of the United States decision, the upper house of General Convention took a flying leap into total acceptance of gay marriage.

In 2009 there were 156 bishops who answered the three roll call votes in Anaheim. The Indianapolis General Convention saw 155 bishops cast their vote in 2012. Last week 160 bishop's voices were heard in Salt Lake City during the roll call of names.

However, only 97 bishops attended all three conventions. Some bishops were not even HOB members when General Convention convened in California or Indiana. Bishop Scott Mayer (V Northwest Texas) was the most junior member of the House of Bishops in Anaheim. Others bishops such as Mark Lawrence (XIV South Carolina) and Daniel Herzog (VIII Albany) left the fold -- Bishop Herzog eventually returned. Some members of the House of Bishops, such as Orris Walker (VII Long Island) and Thomas Shaw, SSJE (XV Massachusetts), have died. Other formally active bishops, such as Chester Talton (Los Angeles-suffragan) and James Stanton (VI Dallas), are retired and didn't attend the latest confab. Some bishops, who participated in the election of Michael Curry as the new presiding bishop, left Convention early and did not stick around for the roll call vote.

All three recent General Conventions had resolutions that dealt with greater inclusivity for the LGBT crowd. In 2009, Resolution D056 called for rescinding the moratorium on the gay consecration of bishops, put into place following the consecration of Vicky Gene Robinson -- a partnered gay -- as the Bishop of New Hampshire, thus opening the door for the elevation of Mary Glasspool to the bishopric as the lesbian bishop suffragan in Los Angeles. D056 passed: 99 yes to 45 no with two abstentions. Resolution C056 called for authorizing the collection and development of rites and liturgies for the blessing of same-sex unions. C056 passed: 104 yes to 30 no with two abstentions. Before C056 was voted upon, Bishop Sean Rowe, Bishop of Northwestern Pennsylvania, proposed an amendment to discharge C056 but not see the Resolution come to the floor for a vote. The Rowe Amendment failed: 94 no to 42 yes with one abstention. The 2009 General Convention Journal records the final the tally of the roll call votes, but how each bishop voted was not preserved. That information is lost to history. The media has an incomplete record.

In 2012, the House of Bishops voted to adopt the same-sex blessing liturgies, which were permitted to be developed by the 2009 General Convention. Resolution A049, permitting the provisional use of such liturgies was passed with a vote of 111 for and 41 against with three abstaining.

Last week the 2015 General Convention the House of Bishops voted to alter Canon I.18 by inserting genderless language and removing any reference to "husband" and "wife" in the Marriage Canon, thus cementing a paradigm shift in the understanding of marriage in The Episcopal Church. The final tally was 129 yeas to 26 nays with five abstaining. The measure was concurred to in a vote by orders in the House of Deputies.
